The Norwegian Ministry of Justice and Public Security has opened a consultation on a proposed regulation introducing a visitor fee in Longyearbyen. While the proposal appears broadly in line with expectations, several elements require closer review, including:

  • a contribution of NOK 180 per cruise passenger (§ 4),
  • a visitor fee of NOK 60 per person per overnight stay for hotel accommodation (§ 3), and
  • the provisions on entry into force (§ 11), particularly the time between formal adoption and when the regulation becomes effective.

These points will form the basis of AECO’s consultation response. The consultation deadline is June 3.

The proposed regulation is currently available only in Norwegian.

Background

In June 2025, the Norwegian Parliament adopted a law enabling municipalities and managing authorities in areas experiencing particular tourism pressure to introduce a visitor fee. The purpose of the law is to help finance tourism‑related public goods and strengthen local management and infrastructure.

The law will affect tourism operators both on Svalbard and on mainland Norway. While the law establishes the overall framework, a separate regulation will determine the amount, structure, and collection method for the fee.
